Lipliner is a must in your make-up routine as it helps correct the shape of your lips if needed and if not, it will help define your lips and prevent lipstick from bleeding and hence last longer.
You can find lipliners both as pencils and also in retractable forms. The retractable forms are perhaps more convenient as you do not have to sharpen them to maintain them but both forms work good. It is very easy to apply lipliner as you just have to follow the natural shape of your lips. Here's a diagram to show you where you should apply lipliner:

I never know how to use lipliner, thanks! Sometimes one side of my bottom lip looks bigger than the other side but if I were to try and fix it the way it suggests above wouldnt it look bad?
